Dr. Seiji Matsumoto is the inventor of the cybernetic cortical matrix, necessary for the development of advanced human-like artificial intelligence applied to robotics[1].

It's possible that he or one of his ancestors served at NORAD VI, as his surname can be seen on one of the lockers in the sub bay.

Seiji Matsumoto was a conceptual designer for the original The Journeyman Project, focusing on the Sinclair robots and Pegasus device[2].

In The Journeyman Project: Pegasus Prime, Matsumoto is portrayed by conceptual designer Tommy Yune[3].
